I’ve rewatched this a few times and have a better understanding now. So meteore metals (the MTJV company) will morph into a new company (the IPO) with an existing holders both cnj and gsr offered an in specie distribution. (Current Cnj and gsr holders retaining 30-40% ownership into production and the remainder new share offerings) this will raise the big $ required to progress to production.
