im pretty sure they are just buying the feedstock and then whatever they can process its theirs. they have mentioned that some companies do want the metals back but sounds like it will be the feedstock purchasing and processing then selling extracted metals as metal chlorides
i imagine if a company wants its materials back they would licence the technology and run a plant themselves
