Doogs, would you care to expand on why you see this as an absolute disgrace? Is it just the age? For the record, I would probably give my own boys a few more years before allowing any contact. It is obviously a very different culture to your own, however the boys are not strong enough to seriously hurt each other and they are already learning to respect each other in that they are not following up once the other has been knocked over. They are closely supervised and have obviously received training.
