Not quite. The priorities are based on the combination of structure and chemistry from what I read, and this is how any good scientist ranks priorities - weight of evidence. I also notice that the highest ranked target is immediately adjacent to the Ibanez discovery, so this adds some spice and increases the probability of success - who knows maybe Ibanez is the teaser and APC have the main orebody??
