I agree that a country's ethnic people must always remain the dominant people. Japan must remain Japanese ethnically, just like Europe must remain European ethnically. Again, as a majority, not an absolute. A country and it's culture is somewhat defined by its ethnic people but overall I do believe a culture is based on values and behaviours more so. If you remove the native people, a country's culture will steadily decline over time.
