Tailgating is a stupid habit and people should be made aware of the danger of it, but in busy traffic it can't always be avoided; I once had a truck literally chase me down on Mitchell Freeway - two young guys in the front seat, laughing their heads off - I remembered the name of the company, which was printed in large letters on the side of the truck. When I got home I found the company's phone number, called and spoke to the manager, who apologised - I hope the guys got a good telling off.
Maybe the Police ought to concentrate on other bad habits, apart from speeding and using the phone whilst driving.
Being afraid isn't so bad - it probably kept you safe so far; but 'anxious' isn't good for you.

I find apply the brakes when some one is tailgating me help remind them that they need to keep a safe braking distance, some people don't appreciate my efforts to educate them in such a manner
