You may have a point there, IMHO.
If you think about it - why would the East Timor Gov spend hundreds of millions buying a share of Sunrise, unless they were happy with the current Maritime boundary (previously they had been speculations they were still unhappy with it, via newspaper articles).
Any way, their action (in buying COP share) would suggest they (the TL Gov) want to get on with business, rather than engage in politics and more legal fights.
So I would agree with yours and EL's assessment; its likely to be the PSC for Buffalo.
