In Aus the adult crime rate is increasing:

The number of offenders proceeded against by police in Australia during 2013-14 increased by 4% (14,508 offenders) to a total of 405,692. (source ABS) .
406K offences out of a population of 23 mil is very high when 35% of that is under 16 or over 70.
