Why is Australia so negative? OK we have a problem with excess water allocations, especially in dry years. Why do we "choose" to stop allocations. Why do we take the negative routes of saying lets stop developing and growing?

A better approach in my view is to say lets develope this country. Why not a few Snowy Mountain Schemes up north and turn a couple of big rivers inland over the dividing range? We're prepared to spend a few billion on an NBN and desalination plants. Why not something like this? It's not like all the money is needed up front as it would be a long term development project just like the original Snowy.

Maybe even make going and working in these regional areas on this project or other jobs a condition of getting a visa for new migrants. When their term is up, they can move any where in the country. Likelihood will be that many will settle where they are. Hence promoting better development away from the few "big smokes" that don't need further development or encouragement.
