I also think MUS's on the ground behaviour is helping. Any government is going to want to point to companies that are doing the right thing by the local community rather than those who take the stick approach.

One thing we haven’t really talked about is the cover MUS’s artisanal project gives to the government cracking down on the illegal ruby traders. This would be very unpopular at the local level if the locals didn’t have MUS to work and sell their rubies to. Even if MUS doesn’t make a fortune out of the artisanal program, it's existence will pay massive dividends for MUS by cutting off the illegal ruby trade.
