whether PPP can buy a "bargain" is entirely dependent on how good they are with technical appraisals and other credentials (plus some luck). They aren't by any means the only cashed up oiler and others have far better technical expertise (virtually more than none is more than PPP).
Only time will reveal whether the end up in great value projects or dregs that other's wouldn't have gone near. It's at least promising they seem to have adopted a cautionary approach, and haven't jumped into the first thing promoting itself to them as the best thing going.
