Based on my common sense I can tell you that in some particular terms 25 is bigger than 45. For example: -
Textiles field - the yarn count 25 is bigger than 45.
Metal smith - the number of gauge 25 is bigger than 45.
Seafood packing – the size of prawns or shrimps 25/28 is bigger than 45/48.
