I don't think Trump gives a flying f about the USD. Putin has compromat on him, and he has to buy his way out of failed deals, debts court issues and an imminent divorce from Melania who can't stand him.
He's busily smashing things according to instructions. He has no serious interest in running the nation either, always at the golf course.
