Tesla isn't selling vehicles at a loss, their profit margin on the MIC M3 is over 30%, the Freemont models are not quite so high but the volume legacy manufacturers are flat out reaching 5% and many of them have to accept losses on some models. The carbon credits from ICE vehicle producers that are too slow to change are just the icing (what a pun!!) on the cake.
