Absolutely MTC. The two areas awaiting announcements you have referred to could well be near concluded. When announced they will offer further confirmation that TNG is seriously on track.
And since when has company had to compete licencing and permits prior to signing off takes. Logically the titanium off take will precede permitting. (That comment is directed at M0ngy post).
