If they use them from there what will NATO do? Putin will say it wasn't Russia and if you touch us we will respond with nukes on Europe.
Last week, in a bipartisan statement, Republican Linsay Graham and some Democrat (can't recall his name) stated that any attack on Ukranian nuclear power stations would be deemed as an attack on NATO due to the potential of nuclear fallout landing on NATO countries. It also said that a nuclear attack on Ukraine by Russia, or by its proxy Belarus, would also be seen as an attack on NATO for the same reasons. That would allow them to retaliate under NATO article xxx (can't recall the number).
I think Russia or Belarus would be very hesitant to intruduce the nuclear option in light of that unequivocal statement
