Last night Pres Zuma opened parliment with his 'state of nation 2012' address. The main thrust is spending on infrastructure:
'South Africa is ramping up spending on railways and roads to lure mining investment as the government fights off threats from within the ruling African National Congress to nationalize the country’s mines.
State-owned Transnet SOC Ltd. will spend 300 billion rand ($40 billion) over the next seven years to expand capacity on coal, iron ore,and manganese export lines, Zuma told lawmakers in his state-of-the-nation speech in Cape Town today.
Mining “plays a critical role in the socio-economic development of the country,” Zuma, 69, said. “We remain committed to the creation of a favorable and globally competitive mining sector and to promote the industry to attract investment.”

Numerous websites have copies of full speech.

PS. Spare capacity in both rail and at Richards bay could mean the Botswana coal is not qite the dead-duck i used to think it was. It's not far from RSA rail to CCC deposits. Maputo's port (Mozambique) is also expanding but RSA Rail/Transnet is hardly likely to carry coal to a foreign port when it has spare capacity at its own (far superior) purpose-built bulk commodity facilities.
