to answer your query i do not think even macca will know what happens next. The SCARC has to decide whether to 'proceed' or 'refrain'. Refrain is still quite a possibility if conditions in the MOU are not followed.

The MOU is a part of the agreement it does not contain 'supply' timelines, but 'conditional' timelines to come to the agreement.

However, my understanding is that once a contract is signed the MOU is no longer relevant. The agreement flows straight on to the contract and this is effectively the icing on the cake as far as this deal is concerned.
