Maybe the shorters aren't listening to you and you should go tell them.
For, yesterday there were 735,774 shares sold, with a total of 130,006 shares horted, giving us a net % result of 17.66% of shares shorted. Unless WM is doing that through his brokers in order to do the buyback at the lowest possible price, there is someone else out there that is taking a punt.
