The monarchy isn't there to stop a government pursuing an agenda as long as it is democratic, a political agenda is up to the people to decide through elections. It sounds like the type agenda you are eluding to is not democratic and involves a dictatorship and would be quite achievable given how gullible people are believing most of the propaganda rammed down their throats, a clever advertising campaign would have the blind sheep majority running towards an oppressive socialist regime in no time.
