Think the key words are "relevant interest" in that this is an indication to CRE shareholders that FML has the right under certain conditions to exercise control over the stated amount of shares - rather like saying a mortgage holder has a relevant interest in say a property.
Consider it an illuminating statement so that CRE shareholders can better make a judgement call on the proposal.
As you indicated previously FML cannot vote on the motion, no matter how many shares they own - all other CRE shareholders can (including those that signed up to the FML takeover offer, because the offer is not yet unconditional).
