Based on the differing opinions here I called ResAPP's help line...

Based on the differing opinions here I called ResAPP's help line and the response I got was:

• Resolution 1 - gives the company the ability to negotiate. So I assume you would vote for.
• Resolution 2 - this is for if you want the scheme to go ahead or not.

So I am now assuming that it is Yes to 1 and No to 2.

Note that the person I spoke with didn't have the resolutions in front of them so I had to read resolution 1 out from automic.
