I'm not 100% sure on this but I think in the Yank market you can't ramp reports as much especially in oil/mineral explorers. So maybe the the deal would have to be signed and sealed before it could be mentioned.
Here in Aus we may have different reporting standards so we get these releases that are possibilities not quite yet realities. The big carrot approach that keeps us in the stock as we are copping with CVI atm.
