The lease was due for renewal and FAR needed an extension to negotiate with potential partners.
The Minister of Energy advised extension would be for a one year period following Decree from President.
I am speculating that now a partner is ready to lock in they wanted the Decree formalised before signing on the bottom line.
This has now been done so a major announcement should follow very soon.
