In Indonesia the govt used to take our helicoter when ever they wanted it. They just wanted to give their boss a ride. But you don't argue with the legitimate police, army or civilian heads - they can make your life a mess.
If our camp was being ransacked and our employees in danger would we have provided transport to take police to protect our employees and property - yes. Would you, obviously not.
If you refused the army transport and something had happened to your employees - the abc would have run a story about your neglect.

The hospital and school was part of their deal with the locals. When in Indonesia we did the same. When your in exploration or development mode, you don't have much money to work with, especially if you are a small company. Only after the mine is making money do you start on the big projects like building schools, etc.
It reminds me of Freeport. There was lot of critisism in the press about their copper mine. One of my friends worked there - he said that the locals would make the head of Freeport president if they could as his company was the only one putting in hospitals, schools, roads, etc. The govt were not.
