Not sure the article says what you think it says. Here is one Paragraph from fairly early in the article you should read the whole thing.
"But increasingly, analysts are raising concerns about whether the market is becoming too optimistic about Lynas.In October 2020, the five analysts covering the stock all had buy recommendations. Now, just two have buy recommendations and four (yes, another analyst picked up coverage) have hold or sell recommendations."
