Tharlow, that statement is sort of correct for oz, usa & europe, although the fda (& others) have given approval without a phase 3 under special circumstances.

However, Russia (& many other countries) do not require a full phase III clinical trial.

Down ramp if you feel the need, but please don't make false claims. It's not fair to hc users.
