If someone shorted a stock, they are technically not a shareholder but nevertheless have a financial interest on a particular stock. The other reason could be that they are trying to find a good entry point so they put on a scary tactic to depress price.
It would be good if hotcopper should add a position button that says - "Short"/"Not Held but with Financial Interest"
