Not taking sides, but the ethnic armies have been blowing up and setting fire to government buildings, using roadside IEDs and kidnapping/executing government workers - all classic terrorist tactics. I'd argue they meet the definition of terrorists, or at least insurrectionists (whether they are morally justified in doing so is a separate question)
