Shinso Kobe is the trading company of Kobe Steel, one of the largest steel manufacturers in Japan. Kobe Steel employ almost 34,000 people. (BHP have just over 38,000 employees)

One can only guess but my money (literally) is on PLV presenting to Shinso Kobe on 1 Sep this year. Then on 20 Oct they announce a MOU with a major Japanese trading company. Join the dots, the major Japanese trading company is Shinso Kobe...which is great news.

I guess we wont know for sure till March when the MOU hopefully becomes a binding contract.
