My understanding of my readings is that the delivery system is what they are lacking and these tests are part of their attempt to perfect this.

Eventually - as in almost every case...the imperatives of the situation will evolve to the point where the US will feel compelled to act and the same yokels blocking the moves now will get up and stride their stuff and yokels on H.C will join the pathetic chorus.
