If it is oversubscribed, that is, if more the $500 million is applied for, no, you might not even get the shares at $14.15.
In the booklet (released today), the bank might increase the amount raised to more than $500 million, or reduce the allocations pro rata according to the amount of shares already held. Or do something entirely different at their discretion.
So... it's a qualified maybe, but probably not.
