There is an historical reason why the Vic govt is very wary about waste disposal. It is the reason why "approval" is taking so long & the bar is set high, but like Mogga says it plays into NAGs hands. Once approval is granted & NAGs stands alone as an environmental sound site for large vols of PASS.
About 15 years ago there was a landfill sight at Cranbourne, which was filled & converted to housing sites. BUT there were major problems with it, with gas being produced fr waste & leaking - very dangerous.
It was a major disaster & the don't want that to happen again. Hence approval of new projects is something the politicians are very wary of. NAGs ticks all the boxes but once bitten twice shy. Fundamental necessities will win in the end though because a "no"to NAGs would mean a "no" to development of major road, rail & housing projects.
So approval, once granted for NAGs, will change things forever for a small co but it will also open the door for a state govt to go ahead with major projects.
