You probably don't need to concern yourself too much, as a non share holder!
But for share holder info, staging the permitting, focuses on meeting the need for the next 2-3 years, minimising costs. A subsequent WPV can then be done, before West Pit fills.
Now thats pretty simple explanation isn't it. So be baffled no longer. Its called smart management in my book (on page 143)
