I think the Vic govt want to make the tunnel works as seamless as possible. There will be very little room for temporary storage of PASS near the tunnel works site which means that PASS will have to be loaded straight onto trucks and straight to Nagambie - 24/7.
I would be very surprised if they aren't already working on plans to adjust roads to cater for substantial truck traffic in the near future.
