The tunnel projects will take up to 9 years to complete and will cause massive disruption in Melbourne. It's Australia's biggest construction projects and one the government and people will be keen to have completed ASAP. Every minute counts and any sort of material removal will be under contract and like construction will have strict costly monitory delay penalties to ensure everything is kept on track.

Double handling will not be an option on the table and doubles the cost of the successful contractor/sub.
