NAIF Funding

I'm not sure about this NAIF funding. I hope my feeling is wrong, but I have a got a feeling the Fed Gov has pulled the money out of the NAIF. I think the money is probably going to be used for bush fire recovery / reconstruction. They probably intend to put the money back in later this year or next year, but for now, I think that it is a case of, there is simply no money there to allocate to projects.
Why did Mat Cananvan resign as Minister of Northern Australia in a "hissy fit" ? He made up some excuse about wanting to change the leader of the National Party and backing Barnaby for the job. Really? What has that got to do with being the Minister for Northern Australia?
I think it was probably more a case of he hasn't got any money to do anything in his portfolio and he decided to get out before he started to look foolish.
I really hope I am wrong about this. Maybe the govt cant do this without passing legislation, maybe they can, I don't know!

Any one else got any thoughts about this?
