not having a go here but there neighbour wouldn't be able to advance to due Dilligence stage without a DFS. not even sure they even know what process route there going or were they are sticking there plant yet do they?, all that info is required for the "strategic assessment" stage before the due "Dilligence stage"
think your onto something though i expect an annoucement on it soon!
