Also with respect to refining capacity, building a refinery is a huge undertaking with great capital outlay, regulatory hurdles and in a time of unprecented metals prices, skills shortages, it would be very difficult to build a new refinery in the US right now. It is nearly on the scale of building a nuclear reactor with regards to cost, logistics and permitting.
