The PSC was yet to deliberate on it's finding when Najib made this statement. The PSC recommended issuing Lynas the TOL.

The above is your opinion. Does not mean it is true. People can make up as many reasons as they like about why TOL has not yet been issued, they are all simply opinions. The only factual reason is that Lynas must comply with all conditions for TOL to be issued. Any other reason given by anyone on this forum is just speculation at the best.
TOL will be issued when it is issued.
