We've taken the US solution and applied it to our problem which is the opposite. Our regulators must be a bit thick, but I guess that's not news to many.
They haven't got the cohunas to upset the large players. Players would spit chips if covered short selling was truly curtailed. Authorities can make plenty of politically correct noise by picking on the irrelevant naked shorts.
