With Namibia having been such a stable regime for so long, and so mining-friendly, I don't know that we can read into this a "Hugo Chavez-style seizure" of existing mines.
For starters, I would think that they would need Paladin's expertise and management to make Langer-Heinrich continue.
I read the release more as a flag for the future explorations and mining.
But if I've got that wrong, I'm sure somebody will correct me.
