It is cheap to mine in Africa, also it is a VERY shallow resource, so lower grades are more acceptable here. However anything around the 300-500 ppm (0.03-0.05%) will be much better.
I am sure the drilling would have concentrated around the historical holes that had higher grades. A small section of much higher grades would improve the whole resource grade average.
Time will tell
