There is a federal election in Namibia at the moment, the results of which are due this wednesday. I reckon the PM might have used talk of the 25% share-holder proposal to make sure he got re-elected......He is a politican after all!
The government then takes a few months off and comes back on nambian national day on 21 March. So we won't know if this is going to be more than talk until then. lots of speculation in the mean time of course.
I don't know how a population of 2 million people, with a GDP/capita of 6,000 is supposed to stump up the capital for 25% of a company with a market cap of >$200 million and is listed over three exchanges.
