LOL. It is a specification for a product which is exempt from normal tender processes.
The EDE cheer squad has never provided a single shred of documentary evidence that GDOT Edencrete use is based on merit. No other DOT anywhere else in the world uses Edencrete despite its many supposed benefits. But the True Believers don't seem to be able to understand this glaring anomaly.
