Does anyone know if BONY is able to profit on buying shares from our market and selling them in the US? Or is this somehow prohibited?

I would imagine that if they buy PRR at a certain (low) average here and then the market say (by some magic means) goes up they will not sell them in the US at the price they purchased them here or else it would create a huge arbitrage opportunity. Much better to sell them at current market price and then hey presto you can pay some of your big bonus.

If this is the case then it would be in BONY's interest to push the share price down prior to buying (or while buying) and then to be able to allow it to run back up prior to selling in the US.

I know there is a element of manipulation in everything is that what is/can happen here?

The way I see it if you know the game you can at the very least not get shaken out and you know when to hold on.
