Some of the posters use it as a means to justify things - the US has denied they will use them.
But if they did, I can imagine them to be low yield, low radiation type devices aimed at penetrating underground bunkers with the sole purpose of destroying weaponry.
This of course is the same as letting off one of those f#ckers in London etc, isnt it - with the sole purpose of killing as many non-combatants as feasible.
I'd agree with you if the Yanks used a high yield, air-burst warhead in a populated center.
