that's not the message I got - maybe a different state
in my area, I was advised by the pre-apprentice teacher that the apprentices were going straight to apprenticeships because the tradesmen didn't want them to do the pre-apprenticeship first - that is because of the massive demand for their labor and the fact that the pre apprenticeship is not even a requirement - i.e. previously their time was being wasted
I know this first hand because I wanted to take the pre apprentice course but there were not enough people to fill the class and it got cancelled - the reason being is what I described above
the industries just love to waste their time, slow them down and take their cash
