@Scooterdog; an example of how systems can be exploited / corrupted was exposed in Victoria's Education Department more than a decade ago - from banker schools to IT hubs and software mandates it was a shocker that even destroyed the professional careers of those naively caught up in it.
Almost twenty years since retiring, I'm not surprised at what's erupting into the public domain that public school staff have worked so long and hard to avoid - systemic collapse!
