    If observed urinating in the bay, urinators are forced to pay an amount of money to a government institution. This payment over time, forces urinators to consider other ways of dispensing this pollutant. Many of these fees are collected from urinators outside pubs all over the country, especially in the early hours of Saturday morning. The residents near these outlets are very happy to see these levies applied to the urinators and would like to see it levied, so that the biggest urinators pay more, commensurate with the amount of urine they release into the environment. The biggest polluters pay more, if you like. The fees collected from the urinators can be used to benefit the community in other ways. Over time the benefit of collecting these seemingly insignificant amounts adds up and the whole community benefits from changing the unsanitary habits of this antisocial element in our community.
